The evidence obligation is stricter, not different

A commercial agent mesh deployment can tolerate an occasional unexplained action if the cost is a support ticket. A government deployment cannot, because the affected party is a citizen and the reviewer is a public accounts committee. The requirement is the same decision-evidence discipline this practice applies to any regulated AI engagement: which inputs an agent saw, which policy applied, and who could have overridden it — reconstructable years later, not just logged at the time.

What must never touch the mesh directly

Personal data about a citizen should not be exposed to agents outside the agency’s own control boundary merely because the mesh makes discovery easy. Where an agent needs to act on a citizen’s case, it acts through a policy-checked service inside the agency’s perimeter — the mesh coordinates the workflow; it does not hold the record.

Procurement, not just architecture

A mesh integration procured as a single vendor’s product is a different conversation from one procured as an open coordination layer with a named integration partner accountable for the agency’s side of the boundary. The second is defensible in front of an audit committee; the first is a single point of failure with a logo on it.
