A venue or a desk has a moment at which a trade is irrevocable to its counterparties and a moment at which the ledger considers it final. Where those two moments differ — and they always differ — the gap is carried by somebody’s balance sheet. Naming who carries it is the first architectural decision, and it decides the shortlist before throughput is discussed.

Do not treat throughput as the selection criterion
Almost no institutional venue is throughput-bound at launch. Finality, tooling and operational maturity decide the outcome.
Do not bridge assets to solve a liquidity problem
A bridge adds a trust assumption and a class of failure the desk cannot hedge. If liquidity is the problem, solve it commercially.
Do not launch without a rehearsed pause
An administrative pause that has never been executed is a paragraph in a document, not a control.
