How does a government agency procure a blockchain or agent system defensibly?

Procure the integration partner and the coordination platform as separately accountable parties, not as one vendor’s bundled product — a single-vendor bundle is a single point of failure with a logo on it, and it is the structure an audit committee is least able to defend after an incident. Name, in the contract, who owns the authority boundary on the agency’s side; the platform vendor should not be answering for a decision they were never accountable for.
