Pay policy

The commerce-layer document and pure evaluator that answers whether a proposed agent payment may go, must stop, or must wait for a person — over integer minor units, on any rail. It matters because a policy expressed as money arithmetic with a mandatory human gate is the difference between an agent that can buy safely and one that double-spends the day a float rounds the wrong way.

Common causes

A cap compared as a floating-point number, or a period cap evaluated with no ledger state supplied — the second answers deny, because unknown is not zero.

What good looks like

Whole minor units beside an explicit currency, a child policy that may only narrow, a human-approval threshold strictly below any non-zero cap, and a pure evaluator that reads no clock and fetches nothing.
