Published intent

The discovery-layer document by which an organisation states what it intends to do next, served at its own domain and merged across a network, so a machine can find a supplier without convening a meeting. It matters because the visibility cannot be set by a caller and the expiry is derived rather than declared, so a directory of intents cannot fill with things nobody is still pursuing.
